NOTES

Definitions

For most people the concept of Employment seems straightforward. The reality is quite different as the definitions and the methods used to measure employment change. Some basic concepts do not change though and these are displayed in the table and explained below.

There are basically two types of people in the UK, those who can work (‘Active’) and those who can not work (‘InActive’).

To be ‘Active’ a person must be of working age, be available and capable of work. ‘Active’ people can be divided into ‘Employed’ and ‘Unemployed’ people.

- To be ‘Employed’ a person must be in paid employment or on a training scheme
- To be ‘UnEmployed’ a person must simply be without a job

‘InActive’ people are those who are not classed as ‘Active’. These people include those looking after a home, suffering from long-term illness or held in prison.


Unemployed Rate vs Unemployment Rate (Claimant Count)

An important distinction is must be made between the Unemployed Rate and Unemployment Rate. The Unemployed Rate (not shown above) is the measure of Unemployed Active people. Whilst the Unemployment Rate is the number of people who are claiming unemployment-related benefits (e.g. Job Seekers Allowance). This is measured by the Claimant Count.
